Who tradtionaly purchases the Champagne Flutes and Cake server at a wedding ?

Traditionally the mother of the bride or the bridal party purchases the server set and Flutes for the wedding right ???

Anyone can. These are traditional wedding engagement celebration gifts. Sometimes relatives have heirloom flutes and servers and want them used. Whoever thinks of it first gets to buy it.
For an old fashioned cake table, there was always candles on both sides of the cake, and the same thing: heirloom candelabras, or a gift from someone, or the bride groom or hosts take care of it.
But if nobody does, then it is up to the bride and groom, or the wedding hosts to get them.
